The role of the Regulatory Engagement Senior Manager - UK Regulatory Affairs and Policy is to act as an SME in respect of Regulatory Compliance (RC) and Financial Crime Compliance (FCC) regulatory engagement for the UK elements of Retail Banking and Wealth Management (RBWM), Global Private Bank (GPB), Commercial Banking (CMB), Global Banking and Markets (GBM) and HSBC Operating Services and Technologies (HOST) & Global Functions ensuring that those regulated businesses maintain full oversight of all relevant engagement with the Financial Conduct Authority (FCA) and Prudential regulation Authority (PRA).

"Regulatory Engagement" for these purposes includes meetings, visits, reviews, thematic work, investigations, enforcement activities, reporting, information provision, correspondence and similar and whether of a regular, recurring or ad hoc nature.

Your responsibilities will include:
  • In conjunction with the Senior Regulatory Engagements Compliance Manager, the UK Head of Regulatory Affairs and Policies (RAP) and the Global RAP function, supporting relevant management (within RC and FCC functions) and at a HSBC Bank plc (HBEU) level in their overall engagement with the Bank's and the Group's lead regulators, PRA and FCA, including preparation of Briefing Notes and attendance at meetings as and when required.
  • Engaging on Compliance related matters with the UK regulators from a UK perspective, working with relevant FCC and RC colleagues and UK management in RBWM, GPB, CMB, GBM and HOST & Global Functions (GF).
  • Monitoring regulatory engagement trends for the FCA and PRA in respect of the UK regulated businesses of RBWM, GPB, CMB, and GBM and HOST & GF and provide updates, reporting and guidance as appropriate / required.
  • Discharging the relevant accountabilities as set out in the Group Standards Manual and Compliance FIM.
  • Where requested counselling relevant senior management on engaging with regulators and provide specialist expert support on Regulatory Engagement.
  • Being a subject matter expert within the Compliance function in managing interaction with the PRA and FCA.
  • Providing guidance and information within the Global RAP function regarding regulatory engagement trends / developments which may affect them.
  • Ensuring that material regulatory engagement and trends (i.e. Regulators' activity, attention, enforcement etc.) in respect of RBWM's, GPB's, CMB's and GBM's UK regulated businesses and HOST and GF are recorded in the format specified by the Global Head of RAP, monitored, understood and, where necessary, adapted to.
  • Identifying, escalating and reporting on, material issues arising in the Group's regulatory relationship with PRA and FCA as required, including within the RC and FCC functions and to relevant management.
  • Supporting and where appropriate standing in for the Senior Regulatory Engagements Compliance Manager, in his responsibility to ensure that senior management, including Board members, in the UK regulated businesses of RBWM, GPB, CMB and GBM are appropriately briefed and supported in advance of and during material regulatory engagement with the PRA and FCA.
  • Developing and maintaining productive relationships with UK RC and FCC teams, including providing direction on matters relating to the manner and substance of regulatory engagement with the PRA and FCA in respect of the UK regulated businesses of RBWM, GPB, CMB, GBM and HOST & GF.
  • Supporting the Senior Regulatory Engagements Compliance Manager, in developing, setting and delivering the strategy for and provide direction to the RC and FCC functions on regulatory engagement.
  • Participating in the development and implementation of channels of communication for the sharing of information and best practices between RAP and wider RC and FCC team members in relation to regulatory engagement.


The ideal candidate for this role will have:
  • Broad knowledge of both regulatory and financial crime compliance risks and industry good practices in managing them across jurisdictions and businesses, especially in the context of managing regulatory relationships.
  • Strong experience of interacting with UK regulators.
  • Previous experience of preparing and mentoring Senior Management including Board Members, prior to meetings with regulator(s).
  • Experience working at a UK regulator would be an advantage.
  • Ability to adopt a tailored and effective communication style to regulators at all levels of seniority and varying levels of management.
  • Broad knowledge of financial services regulation as relevant to HSBC's RBWM, GPB, CMB and GBM UK regulated businesses as well as HOST and GF.
  • Excellent written and spoken communication skills; an ability to communicate with impact, ensuring complex information is articulated in a meaningful way to wide and varied audiences.
  • A track record of making complex business decisions with authority, even in times of ambiguity, considering the potential long term risks and implications.
  • Experience of creating and deploying comprehensive business/operating plans which consistently deliver desired results.
  • A comprehensive understanding of risk management and proven experience of ensuring own/others' compliance with relevant regulatory processes.

The base location for this role is 120 Edmund Street, Birmingham.

Entirely new from the ground up, HSBC UK's head office is opening in Birmingham. The location of this role will move to our new state of the art offices at 2 Arena Central during 2018.
